Dual Eligible Plans Offer Expanded Benefits for Kansans with Medicare and Medicaid

As Medicare’s annual enrollment period begins, Kansans eligible for both Medicare and Medicaid can explore Dual Eligible Special Needs Plans, which combine Medicare hospital and medical coverage while coordinating with Medicaid. Marian Cabanillas, Community and State CEO for UnitedHealthcare, said these plans provide expanded coverage for those who qualify.

“You may be able to get vision coverage, hearing coverage, and dental care. The other things that these dual set plans may offer are rights to doctors visit. So you may be able to get transportation to help you get to the doctors appointment.”

Dual plans in Kansas are only available to people with both Medicare and Medicaid coverage, certain chronic conditions, or institutional care needs. Since becoming a permanent part of Medicare Advantage in 2018, enrollment in these plans has grown from 2.5 million to over 7 million nationwide, though many who qualify are not yet enrolled. In addition to Dual Eligible Special Needs Plans, Chronic Condition Special Needs Plans are also available, providing broader nonmedical support.

“Someone with high blood pressure, diabetes, or cardiovascular heart disease, they may be eligible for additional supplemental benefits that are non-medical, such as grocery support. They may also qualify for help with their utilities,” said Cabanillas.

In Kansas, officials estimate that over 67,000 people qualify for both Medicare and Medicaid, including 42,000 who are eligible for full Medicaid benefits.
