As a water utility, the City of Washington is required to send a survey to all customers. City Administrator, Carl Chalfant, explains the reason for the survey.
He also talks about why they are having a drawing for 3 $50 credits for water bills.
To be entered into the drawing the customer must return the survey by September 1st.
