Governor Laura Kelly has ordered flags across Kansas to be flown at half-staff from sunrise to sunset on Saturday, Aug. 31, 2024, in honor of former Kansas Court of Appeals chief judge Gary Rulon, following Executive Order #20-30.

“From his time in the Navy to his tenure on the bench, Judge Rulon spent his life in service to Kansas and our country,” Governor Laura Kelly said. “He undoubtedly touched the lives of many. My thoughts and condolences go out to his loved ones.”
