Death of Former Peabody City Clerk Sparks Review of State Employee Background Checks Amid Fraud Investigations

The death of Jonathon Clayton, who held roles with both a Marion County town and the Kansas Department of Commerce, is prompting potential changes to state employee background checks. Clayton, a former interim city clerk of Peabody, was reported missing on August 3 amid concerns over his handling of grant documents for Peabody’s Main Street revitalization. His body was found inside his crashed pickup truck near Newton on Sunday; the death was ruled accidental.

Clayton’s past felony convictions in Pennsylvania, unknown to the Kansas Department of Commerce, have raised concerns. Governor Laura Kelly’s office announced plans to pursue changes in background check laws during the next legislative session. Meanwhile, the Kansas Department of Commerce is investigating potential fraud involving Clayton and is offering support to affected local communities.

In addition to his role in Peabody, Clayton volunteered with community organizations in Kiowa and Marion counties. The Commerce Department is now investigating potential fraud in those areas.
