Items Discussed During Clay Center City Council Meeting on November 5th

Topics discussed during Clay Center City Council’s regular meeting on November 5th included: 1st Ward position, a Block Grant Hearing and Resolutions, UTV/Golf Cart ordinance, Fall Clean-Up follow-up, Airport Hangar Project, and more.

Mayor Thatcher opened the meeting with a Public Hearing for a Small Cities Community Block Grant Program. Dr. Marian Nelson explained the proposed Nelson CDBG project and program. After no comments from the public Mayor Thatcher closed the Hearing.

Multiple motions were made to approve Resolutions for Nelson CDBG, resolutions included certifying legal authority to apply for a Kansas Small Cities Community Block Grant Program, declaring a building blighted with respect to the Block Grant Program, a residential anti-displacement and relocation assistance plan, and the North Central Regional Planning Commission Administration agreement. All motions were unanimously approved by the Council.

City Clerk Amelia Blackwood reported that interviews for the open 1st Ward Council Position will be held at the next City Council meeting.

City Attorney Dusty Mullin reported to the Council that the Ordinance pertaining to UTVs, and Golf Carts being allowed on City roads continues to be reviewed and revised with plans to be presented for action at the next City Council meeting.

Councilor Karla Sweet reported that there is a committee meeting set for November 7th to get an update on the 12th Street Estates project related to the BASE Grant and the timeline associated with it.

A building permit was issued to a resident for a shop/garage to be built.

Councilor Daton Hess reported to the Council on the completed Fall Clean-up. Public Services totaled 830 man hours, hauled 19 loads of trash, 55 loads of construction debris, 34 loads of iron, 32 TVs and computer monitors, 135 mattresses, 9 e-waste materials, and 56 loads of brush. They were able to sell 21.78 tons of iron to help offset costs. Hess thanked the City Staff and County for the financial and employee assistance during the clean-up process. Hess also stated that have currently received two bids on the 2025 CCLIP project.

Councilor Phil Kasper reported to the Council that there was a committee meeting held with an Airport Engineer and others concerning preliminary design plans for the new Hangar Project at the Airport. The plan is to open for bids in the Spring of 2025 with construction beginning in the Fall of 2025. The committee will also continue to work on obtaining grant opportunities to help offset costs for the Project.
