City of Abilene Announces Appointment of Finance Director

The City of Abilene is pleased to announce the appointment of Kelsey Briand as its new Finance Director, effective August 31, 2025. Kelsey has been serving as Interim Finance Director since May 11, 2025, providing steady leadership and continuity during the transition.

Kelsey, who has proudly called Abilene home for the past 17 years, has been a member of the city organization since 2022. She began her service as Administrative Assistant to Community Development and the City Manager before advancing to Municipal Court Administrator and Office Manager for the Abilene Police Department. In that role, she played a key part in supporting the department’s pursuit of accreditation, underscoring her commitment to accountability and excellence in public service.

As Finance Director, Kelsey will oversee the City’s financial operations, including budgeting, accounting, investment management, debt administration, audit coordination, and financial reporting. She will also serve as a member of the City’s senior management team, contributing to long-range financial planning and strategy to ensure the City’s fiscal sustainability.

Outside of her professional responsibilities, Kelsey is passionate about lifelong learning and is continuing her education at Fort Hays State University. She and her husband also co-own a small business in Abilene, reflecting their shared commitment to supporting and giving back to the community.

“I am honored to serve as Finance Director and continue contributing to a community that has given so much to me and my family,” said Kelsey. “I look forward to working alongside City leadership and staff to ensure a strong and sustainable future for Abilene.”

City leadership praised Kelsey’s appointment, noting her collaborative work with department directors to strengthen City operations. “Kelsey has been instrumental in advancing careful stewardship of taxpayer and ratepayer funds, establishing policies and procedures that align with best practices, and reinforcing clarity and accountability in what we do, how we do it, and why,” said Jon Quinday, Interim City Manager. “Her appointment as Finance Director ensures this foundation of responsibility and trust will continue to grow.”
