Items Discussed During the Clay County Commissioners’ Weekly Meeting on Aug. 25th

Ryan West, County Maintenance, discussed the placement of a water spicket or a hydrant on the east side of the County Health building. There is currently one there that needs to be replaced. The Board instructed West to get quotes on both kinds of water supplies, and they will make a decision when they are presented at a later date.

Christine Swaim, County Treasurer, met with the Board to ask if she could receive mileage payment for attending the CIC Symposium in Wichita. Swaim stated that she decided to attend at the last minute, and it was too late to get the County Car to drive, so she took her personal car. The Board granted permission to pay Swaim mileage for attending the Wichita.

Bobby Shomper, Highway Administrator, reported that the Department worked on the project on Meadowlark Rd. last week. They will be cleaning out the ditches, pipes, and removing dirt from areas to build up the road. Shomper stated that the County has materials for the parking lot at the Event Center located at the Fairgrounds. The Board adjourned to tour road projects with Shomper. They rode with Shomper to view a project on Meadowlark Rd. between 15th Rd. and 16th Rd., he showed them the location of the waterline that Rural Water District #2 had met with the Board on last week, along with other locations.

Alec Trembath, EMT Director, reported that they are currently on run number 664 and continue to stay busy. The new EMT class started last week with 9 students enrolled. Trembath stated that he will be organizing a Critical Incident Debriefing meeting for employees to discuss a serious call that was responded to within the County. The Kansas Board of EMS was there last week to perform the inspection for the EMS Service. There were a couple of small deficiencies that were corrected during the inspection.

Jim Bogart, Emergency Manager, stated that he will be setting up a meeting with the Fire Chiefs to work on a Memorandum of Understanding (MOU) between the different Fire Districts and the City of Clay Center Fire Department. This needs to be done so that the Fire Districts can help other Districts without having to obtain permission at the time of the fire. Bogart presented a quote for the placement of a new door, along with a concrete slab at the back entry of the ESA building. Also, a quote for labor, equipment, and material to patch the west wall and install metal panels over the existing deteriorating OSB on the walls. A motion was made to accept both quotes, passing unanimously.

Alan Benninga, Sheriff, reported that the Wakefield Birthday Bash went well, and they had no issues at the event. Benninga informed the Board that the Law Enforcement Center would be going live with the new software on Wednesday.

Rhonda Carroll, Landfill Director, presented a quote from Schwab Eaton for the 5-year plan for Solid Waste Engineering Services. A motion was made to accept the 5-year plan, passing unanimously. The Board asked Carroll if the roll-off truck and the semi needed repairs. She stated that they do have issues that need to be repaired. The Board instructed Carroll to get both trucks into a shop to get the repairs made so that they are safe to use.
