Bobby Shomper, Highway Administrator, presented the Board with materials and costs for the Meadowlark and Limestone Road projects, noting that additional rock was not yet included. Commissioners discussed concerns with dirt in ditches and road conditions, with Shomper explaining that Limestone Road was cut down for repairs, but the product used was unsuitable. Discussion followed on blacktopping from Clifton to Morganville; though initially over budget due to bridge repairs, funds from two accounts should cover it. Shomper reported that one bridge project will begin soon with materials reused, and crews have been blading, mowing, tree clearing, and meeting inspection requirements. Other issues included a missing railroad sign, a curing delay north of Green, and a review of a Motorola lease program. Shomper also confirmed the department will continue snow removal for the old extension office.
Alec Trembath, EMS Director, reported the Courthouse AED needs new batteries; replacements are delayed due to supply shortages. Pediatric AED pads were finally received. The department has logged 738 runs this year, will host a Piotique booth with an on-site crew, and is updating the PRN list. The EMT class is in week 6 and starting ride-alongs. The Board approved an Education Incentive Grant agreement for an employee at Barton Community College. Trembath also noted 3 recent standbys, a funeral escort, and a failed ambulance bay door.
Jim Bogart, Emergency Manager, reported a gas leak on Saturday on a main line; KDHE and Kansas Gas responded, and the incident was resolved without issue. Only one of 28 Morganville Rural Fire volunteers responded. Bogart also posted a notice for Red Cross outreach scheduled for October 21.
Dana Rickley, Health Department Director, is finalizing an area agency proposal. The department will participate in a perinatal conference on October 7, and Clay Counts Coalition will host a “Courageous Conversation” on youth and social media on October 21. A new flagpole will soon be installed.
Alan Benninga, Sheriff, reported on the completion of Enterpol CAD training, which improves case access and jail searches. Maintenance will address leaks before gutter work begins.
Gail Westgate and Charles Arnold, Parks Department, presented asphalt bids; the Board approved Shilling Construction’s overlay, funded through park funds. They shared financial reports, noted new truck decals, and discussed the cleanup of the old beach area.
Danny Mesalles, Appraiser, presented a Residential NRP application for a home in Morganville, which the Board approved. The Board also approved one employee to attend the October 10 North Central KS Conference.
