Kayla Wang, County Clerk, administered the Oath of Office to Christine Swaim, Clay County Treasurer, for her four-year term. Bethaney Phillips with the Regional Newspaper was also present.
Christine Swaim, County Treasurer, discussed the delinquent tax sale with the Board. Swaim stated that things are moving forward, and they are still hoping to have the sale before the end of the year.
Ryan West, County Maintenance Director, presented bids for repairs to the Defenders Monument border on the Courthouse Square. The Board accepted Colton Monuments’ bid. Materials are expected to arrive in 4 to 5 months.
Commissioners approved a $3,000 payment to Mobileup for the second year of the Clay Co mobile app software.
Bobby Shomper, Highway Administrator, reported that survey stakes placed on Osage Road were incorrectly set in the roadway; Schwab Eaton will correct the issue. His department also bladed roads, hauled rock, worked on driveways, performed building maintenance, and completed a KWORCC safety inspection.
Alec Trembath, EMS Director, said the department has logged 794 runs this year, up from 752 in 2024. The department will assist with the October 21st Cardiac Emergency Drill with USD 379. The EMS building sign was removed for repainting or possible replacement with a mural.
Jim Bogart, EMS Director, announced an American Red Cross meeting on October 21 at 6:30 p.m. at the Clay County Events Center. He also received approval to cover meal costs for hosting the upcoming KEMA meeting in Beloit.
Dana Rickley, County Health Director, reported that one final step remains before the Health Department can handle new employee drug testing in-house. The Board directed her to complete the process to avoid using the CCMC lab. She also noted a good response to flu and COVID vaccinations, with about 271 shots given from mid-September to mid-October.
Alan Benninga, Sheriff, discussed costs for housing a juvenile prisoner in an out-of-county facility. He also reported that the department is still gathering plumbing repair quotes for the Law Enforcement Center.
The Board received the contract from Trane that they recently signed, and then received a quote from Comfort Heating & Air, LLC, asking them to consider going with them. After reviewing the contract and the quote and providing Trane with a 30-day notice, a motion was made to go with Comfort Heating & Air for a one-year contract, passing unanimously.
