Gov. Kelly Unveils Budget Focused on Schools, Water, Health, and Public Safety

On Wednesday, January 13, Governor Laura Kelly unveiled her annual budget, highlighting investments in education, water resources, health care, public safety, and services for Kansans with disabilities. The proposal reflects priorities she heard from Kansans during her statewide “People’s Budget” tour.

The budget fully funds K-12 schools for the eighth consecutive year and adds $50.6 million for special education. It also provides $2.5 million to offer free meals to 34,400 students currently on reduced-price school meals. Water needs are a focus, with funding for long-term planning, the Equus Beds Aquifer, and conservation districts.

Kelly’s plan invests in early childhood programs, mental health services—including $30.9 million for a new regional mental health hospital—and health care, including Children’s Health Insurance. Public safety receives support with funding for Kansas Highway Patrol relocations, law enforcement restructuring, and a correctional facility nursery.

The budget also includes a 2.5% pay increase for state employees and funding to support literacy, libraries, and the arts statewide.

“Last fall, I spoke directly with Kansans, who were clear about the priorities they wanted reflected in my budget: fully funded public schools, investments in health care, and action to address our water challenges,” Governor Laura Kelly said. “My budget delivers on Kansans wishes while remaining balanced and ensuring that we protect Kansas’ fiscal foundation. This budget aligns with Kansans’ needs and is an investment in what a budget should focus on: the people of Kansas.”
