Kansas Legislature Passes Bill Regulating E‑Cigarettes and Tobacco Products

The Kansas Senate has approved Senate Bill 355, a new state law tightening rules on the manufacturing, wholesale and distribution of electronic cigarettes and other tobacco products.

The law requires that all sales of cigarettes, e-cigarettes, smokeless tobacco, and roll-your-own tobacco be done by licensed businesses. E-cigarette makers must also have a Kansas license. It also bans selling e-cigarettes that are aimed at minors to keep them out of the hands of youth.

The bill updates existing tobacco regulations in state law and repeals older sections to reflect the new licensing and distribution framework. Supporters said the measure strengthens public health protections and brings electronic cigarette products under clearer oversight. SB 355 was originally introduced in January, referred to the Senate Committee on Federal and State Affairs, and passed with unanimous support after committee amendments.
