New Bill Increases Penalties for Sex Buyers, Vehicle Theft, and Laser Misuse

Gov. Laura Kelly has signed House Bill 2347 into law to increase penalties for several crimes and update state statutes.

The new law raises the punishment for buying sexual services. The minimum fine increases from $1,200 to $2,000. It also requires tougher education and treatment programs for offenders.

The bill expands the crime of illegal use of a financial card to include gift cards if they are used to commit fraud or to wrongfully get money, goods, property, or services. It also makes stealing a vehicle worth between $500 and $1,500 a level 10 nonperson felony.

The law creates a new crime for pointing a laser at an on-duty police officer or at an aircraft in flight. A person who does this could also face assault or battery charges.

Governor Kelly also signed House Bill 2183. That law puts into state statute the current practice of courts giving deference to state agencies when interpreting their own rules and regulations.
