Governor Laura Kelly marked the close of 2025 by outlining major accomplishments from the third year of her second term, highlighting bipartisan cooperation, economic growth, and investments in key state priorities.
In 2025, Kelly signed 107 bipartisan bills, including landmark legislation creating the Kansas Office of Early Childhood, which consolidates nearly 20 programs and expands child care access. Lawmakers also approved a new water program task force to develop long-term funding and planning for the state’s water supply.
Economic development was a major focus, with more than 270 projects announced, totaling over $9.5 billion in investment and more than 12,300 jobs created or retained. Key projects included Panasonic Energy’s $4 billion EV battery plant in De Soto and an agreement to bring the Kansas City Chiefs to Kansas with a new domed stadium and entertainment district.
The state fully funded public schools for the seventh straight year and increased support for special education and rural child care. Additional investments were made in water conservation, transportation, broadband expansion, and state infrastructure.
Kelly also emphasized fiscal responsibility, tax relief through the elimination of the grocery sales tax, reforms to protect foster youth benefits, and the completion of major, energy-efficient state office buildings without incurring new debt.
