A year after creating the Blue Ribbon Task Force on Screen Time, the Kansas State Board of Education reviewed a new survey showing how schools are handling student use of personal electronic devices. The survey, completed by about 90% of school districts, provides insight into current practices and trends statewide.
The task force originally focused on three concerns: in-school use of personal devices, the link between screen time and mental health, and parental oversight of district-owned devices. Its final report recommended limiting student phone use during school hours, requiring secure storage of devices, and ensuring emergency procedures do not rely on personal phones.
Survey results revealed wide differences among schools. Most elementary schools enforce a full-day ban, while high schools more often allow use during lunch or passing periods. Nearly half of districts said policies are consistently enforced, though many noted variation across classrooms.
Feedback was mixed on the need for statewide guidance. Some districts called for clearer policy examples, while others emphasized local control. Many superintendents said parent support was key to successful implementation.
The Department of Education plans to share results with districts to help shape future discussions on device policies.
