Governor Laura Kelly announced that applications for the National Telecommunications Information Administration (NTIA) Internet for All initiative will open on October 21. This follows the launch of the Broadband Equity Access and Deployment (BEAD) program, which allocates $451.7 million to ensure high-speed internet access for all Kansans.
The application period will begin after a 21-day project review, allowing eligible applicants to apply for 403 project areas, which include 52,343 locations needing high-speed internet. Applications will be evaluated based on cost-effectiveness, affordability, fair labor practices, technology, deployment speed, and community engagement.
Key features of the BEAD program include:
- Minimum speed requirement of 100/20 megabits per second (Mbps)
- 25% matching funds required, with an option for a match waiver through NTIA
- Focus on consumer affordability
Eligible applicants include local and tribal governments, non-profit organizations, and those authorized to provide broadband services. The application window will close on December 5, and the Office of Broadband Development will offer technical assistance and engagement opportunities throughout the process.
