Kansas lawmakers are considering House Bill 2320, which would make it easier for children in foster care and other nonresident students to stay in school and transfer their records quickly when they move. The bill requires schools to send records within two business days after a child’s placement changes. It also lets foster children stay in their current school if they choose, even after moving.
The bill updates rules for nonresident students, allowing districts with available space to accept them, with a lottery if needed. Priority is given to siblings and military children, and students can continue attending their school even if they move during the year. Schools could not charge extra tuition or deny enrollment based on income, race, or academic ability, and the bill includes support for homeless students. The legislation is still under consideration in the Kansas Legislature.
