Kansas Insurance Department Cuts Fees, Lowers Premium Tax with New Laws to Reduce Business Costs

Kansas Insurance Commissioner Vicki Schmidt announced that two bills backed by the Kansas Department of Insurance have been signed into law, continuing her efforts to reduce business costs in the state.

House Bill 2050 eliminates producer appointment renewal fees, which is expected to reduce department revenue by about $5.9 million. The new law also gives the Commissioner authority to lower more than 100 statutory fees, with updated fee schedules to be published annually in the Kansas Register by December 1.

House Bill 2334 lowers the state premium tax on insurance carriers to 1.98% of total premiums written. This change removes the portion of the premium tax previously retained by the Department, resulting in an estimated $1.8 million in reduced revenue.

Since taking office, Commissioner Schmidt has led initiatives that have lowered fees and cut the cost of doing business in Kansas by more than $76 million.

Both laws will take effect July 1, 2025.
