Senators Marshall and Klobuchar Introduce Bill to Expand Dairy Access for SNAP Recipients and Support Dairy Farmers

U.S. Senators Roger Marshall, M.D. (R-Kansas) and Amy Klobuchar (D-Minnesota) have introduced the Dairy Nutrition Incentive Program Act of 2025. This legislation seeks to expand access to dairy products for Supplemental Nutrition Assistance Program (SNAP) participants while supporting dairy farmers nationwide. The bill would allow SNAP recipients to purchase more milk, cheese, and yogurt, making these nutritious options more affordable.

The bill is supported by several organizations, including the International Dairy Foods Association, the National Milk Producers Federation, FMI – The Food Industry Association, the National Grocers Association, and Associated Milk Producers Inc.

Recent federal dietary guidelines show that over 90% of Americans fail to consume enough dairy to meet their daily nutrition needs. To address this, the bill would expand the Healthy Fluid Milk Incentives program to include cheese and yogurt. SNAP participants would also receive coupons for additional cheese or yogurt when they purchase these items as part of their grocery shopping.
