The Board received a Temporary Permit for an alcoholic liquor on premises one-day application for Vintage Gardens, LLC. The motion passed unanimously.
Commissioner Carlson made the motion to approve the annual renewal of the Clay County website with CivicPlus. And Commissioner Thurlow made the motion to approve the renewal of the Trane Maintenance agreement for a three-year term. Both passed unanimously.
Bobby Shomper, Highway Administrator, met with the Board to give the weekly report. Shomper thinks that the laying of the asphalt on blacktop roads will begin next week, and the second crew will be laying the Event Center parking lot. The Board stated to Shomper that treating both Limestone Rd. and Meadowlark Rd. when they had only approved Meadowlark Rd. caused a lot more expense than they were expecting. The Board would like a report provided to them on each of the roads with the final expense and a final report on how the chemical product worked. Shomper also presented the Board with two different quotes from Motorola Solutions on the purchase of new Motorola radios for the Highway Department, Sheriff’s Department, EMS Department, and Emergency Manager. The Board reviewed the quote and asked Shomper to look at his current radios to see if there were some that were in good working condition and could be kept, as the new radios are a big expense to the County.
Alec Trembath, EMS Director, stated that the department has been working on placing shelving in the storage container to use as extra storage. They are also all working on reviewing the department’s protocols to see if there are changes that need to be made.
Harlan Max Smith met with the Board to discuss the Silver War Monument that is on the south side of the Courthouse. Smith stated that the border at the base of the monument is in bad shape, and was wondering if the Board would consider looking into fixing it. The Board stated that they will look into it and contact the monument places here in town to get quotes on the repairs.
Ralph Gray met with the Board to discuss the cleaning of the ditch in front of his house and the placement of a different tube for drainage. The Board contacted Shomper, and he stated that they had been there and done work at his residence, but he would make contact with him to see what else he is requesting.
Brent Rundell, Mayor of Morganville, requested a donation for the Party in the Ville Celebration. A motion was made to donate $700 for the Party in the Ville Celebration, passing unanimously.
Dana Rickley, County Health Director, met with the Board to present quotes for the purchase of 7 new Dell Pro Microcomputers. After reviewing the quotes, a motion was made to purchase the Microcomputers from Networks Plus, passing unanimously.
Alan Benninga, Sheriff, presented a quote for the annual fire alarm security testing for the Courthouse and the Law Enforcement Center. After reviewing the quotes, a motion was made to go with Wilson Security Solutions out of Salina for the annual fire alarm testing, passing unanimously.
Christine Swaim, County Treasurer, reported that an amended petition for the Delinquent Tax Sale was filed on August 25th. Additional summons have been sent out to those who have an interest in the delinquent parcels. There will be a publication in October and November, with hopes of having the Tax Sale in December.
Commissioner Mayo, Commissioner Thurlow, Commissioner Carlson, Kayla Wang, County Clerk, and Sierra Urban, Deputy Clerk, were present for the Revenue Neutral Rate Hearing and the 2026 Budget Approval Hearing. There were no members of the public in attendance for the hearing. Motions were then made to exceed the Revenue Neutral Rate of 55.272 to a levy of 57.872 for the 2026 County budget, and adopt the 2026 Budgets for the Riverside Drainage District, Mulberry Rural Fire District, and Highway Department, all passing unanimously.
