Non-profit organizations and agencies dedicated to providing alcohol and drug-related treatment and prevention services in Riley County are encouraged to apply for grants through the Riley County Special Alcohol (RCSA) fund. Applications are now being accepted through March 31.
“Riley County Special Alcohol Funds have been utilized to support a variety of programs in Riley County,” said Megan Lewis, Director of Riley County Community Corrections. “In the past, these funds have supported drug and alcohol prevention programs in local schools, community wide events provided by the Ogden Community Center as well as training for the Recovery Court Program. We encourage eligible organizations to apply and take advantage of this opportunity to make a positive impact in our community.”
Eligible programs must be based in Riley County. The amount of funding available each year may vary. Successful applicants will be required to submit a follow-up report within 12 months to demonstrate that the funds were used as outlined in their application.
Organizations interested in applying should complete the application form and return it by March 31, 2025. The application form is available on the Riley County website at https://www.rileycountyks.gov/17/Community-Corrections.
The RCSA fund is supported by revenue from the Kansas Liquor Drink Tax, which imposes a 10% tax on gross receipts from the sale of alcoholic beverages by clubs, caterers, drinking establishments, public venues, and temporary permit holders. The Kansas Department of Revenue administers the tax, distributing the funds as follows:
- 25% to the state general fund,
- 5% to the community alcoholism and intoxication program fund, and
- 70% to local alcoholic liquor funds as specified by K.S.A. 79-41a04.
In Riley County, revenue collected outside the city limits of Manhattan is deposited into the RCSA fund. Under K.S.A. 79-41a04, these funds may only be used for programs and services that focus on:
- Alcoholism and drug abuse prevention and education,
- Alcohol and drug detoxification,
- Intervention in alcohol and drug abuse, or
- Treatment for individuals who are, or are at risk of becoming, alcoholics or drug abusers.
The Riley County Board of County Commissioners (BOCC) designated the Joint Corrections Advisory Board (JCAB) to oversee the application process and evaluate proposals for RCSA funding. After reviewing submissions, JCAB will make recommendations to the BOCC for final approval.
