It is with heavy hearts to have to announce the passing of Steven T Milligan on April 16, 2025. Steven was born in Kansas City, MO, Dec 3, 1972, to David and Constance Norgaard Grimsby. He lived in Prairie Village, Kansas until the age of five with his brother Colin. He then moved to Clay Center, Kansas where his mother later married William K Milligan. A year later Bill adopted Steven and Colin. Three years later they welcomed Tyler, a new brother.
In school he played football, tennis and baseball. He was in plays in school and sung in the school choir group. He attended Cloud County Community College in Concordia, KS, where he worked and sang with the Great Society Singers. He went to Sterling College for one year and played football and tennis, later he would get a bachelor’s degree in Physiology at Kansas State University and graduate with honors.
Steven was also member of the Presbyterian Church and went on mission trips in Mexico. He loved working with children of all ages and cultures. He started working at the Boys and Girls Club in Manhattan, KS. He supervised children six to eighteen years of age from diverse backgrounds and coached their sports teams. He would later work as a residential advisor and Case manager at Big Lakes Development Center.
While working in Manhattan he met Crystal Frederiksen and her daughter Destyne. They moved to Hays, KS, where they were married and welcomed a new daughter Faith Milligan. They lived there for a few years with their two daughters. They would then move to Topeka, KS, where Steven worked for B. I. There he would help with the reintegration of parolees. During this time Steve and Crystal divorced and with his daughter Faith moved to Clay Center. He always tried to stay in touch with Destyne and saw her as his daughter too.
During his time in Clay Center, he would raise Faith through her high school years. Eventually, finding his way back to Manhattan, KS and working for Opportunities Unlimited doing what he loved, helping children and young teenagers.
He leaves us with heavy hearts. His light always shined brightly and even in the darkest hours he would reach out with unconditional love. His Christion faith was strong and now he walks with the lord and is in no more pain but at peace. We will carry on until we are reunited again.
Steven leaves behind two daughters, Destyne and Faith, his mother Constance Norgaard-Grimsby, two brothers Colin Norgaard and Tyler Milligan, a sister-in-law Ruth Norgaard, a niece Sadie Norgaard and two nephews Tristan and Bryce Norgaard as well as uncles, aunts, cousins and friends.
A celebration of life will be held on July 3rd, from 11a-2pm at the new pavilion at the Clay Center Zoo, where he loved spending time. Its come and go event, and the family would love to see you there.
