The Kansas Bureau of Investigation (KBI) and the Topeka Police Department (TPD) apprehended a man implicated in an officer-involved shooting that took place on April 20, in Topeka.

On the afternoon of Friday, May 3, Terrell D. Hayes-Osby, a 34-year-old resident of Topeka, was taken into custody on charges of attempted capital murder of a law enforcement officer, aggravated burglary, aggravated assault, criminal possession of a weapon, and illegal tampering with electronic monitoring equipment. Hayes-Osby’s arrest occurred upon his discharge from Stormont Vail Hospital, where he had been recuperating from injuries resulting from the shooting.

The KBI, who is probing the police-involved shooting where Hayes-Osby discharged a firearm multiple times at TPD officers, secured the attempted capital murder charge. The TPD secured the remaining felony charges in their investigation into the armed theft of a pickup truck, which transpired prior to the shooting at the gas station.

After his arrest, Hayes-Osby was incarcerated in the Shawnee County Department of Corrections. All individuals are considered innocent until proven guilty in a court of law. Formal charges are yet to be filed and the investigation is ongoing.
